On an automatic how do you release the parking brake when the engine isn't running? - for example if it is broken down and needs putting on a trailer

On mine, switch on ignition, put in N and release the electronic parking brake.

Are you asking about the electric 'hand brake' on newer cars, or the actual auto box 'P' facility?
If the former, as he says. If the latter, depends on type of car - not all allow movement out of P without engine running, If yours is locked in P, then there is an emergency manual release hidden somewhere

I'm talking about locked in P. Perhaps I need to dig the handbook out.

Surely there must be an "app" to do it.

On my Toyota there is a small access flap next to the lever, you put a small screwdriver in and twist, that releases the "Park" function, but be careful towing an automatic, mines 4x4 so difficult to tow.

I thought towing was not allowed in France.
