Legally no .. especially between March and September. The fine is 450€ I believe. If you live in a rural area then sometimes permission can be obtained from the Mairie .. between October and February.
Some people living in truly rural areas can apparently get away with having bonfires .. but you are supposed to take your garden rubbish to the déchetterie.

And Syndicalistes but not organic waste, it has to be tyres and pallets on a base of asphalt outside the carefully tended and maintained reception area of a company or on a roundabout.
