The owner of the plot next to me is a nasty bit of work who refuses to clear the land which, besides various rubbles and building materials is covered with weeds, some nearly two metres high, including hundreds of chardons ( thistles). How do I get this land cleared and maintained? The mayor who likes a quiet life has tried half heartedly (imho) but claims to have no real powers or enforcement. How do I get the commune to enforce the law which requires chardons to be pulled out and the land maintained?

I'd agree. Buy it. The only thing is, if he's an a***hole he'll be difficult to deal with.

You could try the Préfet...he or she is the Maire's superior. Unlikely to make you popular, though!

Thistles do not seem to be on the list of nuisance plants in France> Most if not all on the list seem to be non-native and invsive.

Thistles have to be cleared by law in most parts of France.
