You'd need to be a certain level of stupid to find yourself self on the wrong side of that law, surely? Or am I looking at it wrongly?

There are some folk have illegally gotten their WARPs. I have heard of some WARP cards being returned.

We're back to 'where does it stop' territory again.
If you're running a business you don't have the luxury of saying 'I'm not going to work for John Smith because he did x,y or z'.
As for a social circle, we belong to a walking group and a dog walking group both of whom contain people who have obtained WARP's that they shouldn't have done, in addition to that the same people also turn up at other social events we attend. Are we really supposed to now walk away completely from things we enjoy doing because a few arseholes can't/won't obey the rules, what sort of life is that?

I agree with you tim , but if you post on a thread, that is pointing out that some folk are breaking the French law, that you know various people that are doing just that , then you can expect to get the "local-police" on your tail !?

We try to do the right thing where French law is concerned . At the moment applying for an Attestation D'accueil for the visit of my wifes family , we were told by " other English speaking folk " that they had various visits without it and it wasn't necessary, but when the border police start checking ( and I am sure that they will one day ) people will complain because the French are being difficult again.
