A quick google on ‘neobanks’ shows Bunq Bank not needing a tax number and gives a French IBAN.

Wise is good. You can have multi currency accounts. for the Euro account you get a BE IBAN (Belgian). You also get a debit card which you can use in Stg & Eur. The card costs £5 and lasts for 5 years. No fees, but there is a very low charge for currency exchanges.

Elsie I have a Revolut account which is great, but it has a GB IBAN which is no good as a backup/replacement for a French account. What do you need from a French account? You can save euro, transfer money from Revolut to any French or other foreign bank account, and the GB IBAN should allow you to receive euro payments?

From memory various stuff like water, electricty and internet need a French IBAN don't they? and my French credit card I think

Someone mentioned bunq here which reminded me I opened an account when they first opened as I was into fintech stuff, just renenabled the account and they are happy with my address change and just want a French tax/fiscal number, are there any caveats in just giving them my number on the 2 house taxes I pay here?

What is wrong with a Revolut card using your UK address? You can have accounts in sterling, euro, etc. If there isn't enough in the euro account when making a payment they'll automatically do a conversion from another currency. There is a problem with cards at self-service fuel pumps as they require a large balance in the account (it was 200€ when I tried a couple of weeks ago with a Revolut card) but you can pay at the cash till. Revolut is under scrutiny from the Financial Reporting Council (FRC) as being "inadequate" as the risk of misstatement is unacceptably high. Also its latest accounts from "BDOs" accountants, has been criticised as also been "inadequqte" it reported a loss of £168m for the 2020 accounts.
