If he is claiming to be a resident then he should simply fill in the form but seemingly he wants to do it on line from another country Come to think of it the last one I did a paid volunteer (oxymoron) came round to ask me the questions and fill it out. I envy you having colourful customers like that Tim, - Never a dull moment! I've got several clients who don't believe the rules/laws apply to them. Another nutter wants a new roof later this year, I said I'd get some quotes for him but he's says there's no need because he'll send 'his team' over for a couple of weeks and they've agreed to do it for £10K plus materials. When I pointed out it was illegal to do that he replied 'it will be fine', he wants me to organise everything from getting approval from the Mairie to ordering all the materials, scaffolding and possible vehicle hire. The guy is 'special' and clearly has issues, he brags and boasts about his wealth and who he knows in the music world. We had a 'set to' last summer after he didn't pay our bill despite a couple of reminders, I spoke to him about it and he said money wasn't his department and I needed to speak to his wife, he then suggested the reason for the payment delay was his wife had been busy organising his 50th birthday party! There was no apology, merely an attitude of 'you'll just have to wait'. I wished I kept a diary over the last 15 years so I could write a book as I've got tons more stories like the above. Others will read this and think 'why do you work for these people', the short answer is we need the money so can't pick and choose.

The next time the worst of them exceeds themselves tell them that you will no longer support them, it's only the first step towards turning the tables with just one customer but believe me it will feel fantastic and I guarantee karma will ensure that something better and more rewarding will appear almost immediately.
Then its a case of doing it again as and when it happens but the change in your demeanor (spelling?) will probably mean that people stop taking advantage or find another recipient for their specialness.

There have been blatant examples of this sort of attitude by incomers from UK around here. Sadly, it tars all of us with the same brush. Demonstrating the infamous British Exceptionalism? One stroppy so and so marched into his local Mairie and attempted to tell them what he was going to do. It was not a case of asking to apply or ask if his plans would be favoured but announcing what he was going to do. He was sent away with a flea in his ear and received an official letter a few days later pointing out the fines that could he could expect if he tried to circumvent the planning rules.
