You omitted the 2G in your first post.
I would pop into your carrier office and get their take on it.
2 and 3G networks are already being closed in many areas ahead of their announced date with odd things happening on them. It could be that you are a victim of this. I understand that some networks are giving you a free 4G network phone just to get you off 2G.

Apologies but I assumed that a feature phone would be regarded as 2G. Apologies, I assumed that a feature phone would be regarded as 2G, although there are few 4G versions for sale.
New sim has same problem.
I think that you are correct and it may be lack of 2G is the problem at the French end although the phone worked fine in France in May.
A new 4G feature phone has been ordered.

if it can call and send texts to a French number (or was it recieve?) then the problem is not the 2g network.
I still use a 2g phone and have had no problems to date.
People that send MMS's thinking they are SMS's are a problem though, also one bank whose texts are not actually texts.
I know my days with the 2g phone are numbered but I will stick with it till the end, quite simply no smartphone can hold a candle to it for its actual purpose, making and recieving calls, also being small enough to carry in any pocket, not breaking if I sit on it or drop it from scaffolding and only needing charging once a week like my razor.

Well 2G is to be available in the UK until 2033 but only 2024 in France. However, there are many other uses for 2G security systems, alarms and the like which I am sure about which you are familiar.
A 4G phone didn't resolve the problem so back to the drawing board.
A very good 2G phone is the Doro 5030 which I can recommend as simple to use.
