I would say it's an exaggeratedly pessimistic view of France today.

Living in a quiet country village I find it difficult to judge how France is feeling though to believe my neighbours the place is going to hell in a hand-basket.

Sorry Woolybanana I could not open your link, but having returned from rural Brittany on Saturday there was definitely a mood of despondency amongst our French neighbours more so than when we left in August, they also bemoan the lack of tourists, especially the British, which we could only agree with.

The piece in the Telegraph was purely about France rather than Europe and was focused in parts about the political instability caused by the election results earlier in the year.
There are undoubtedly serious issues here that can't be addressed overnight and I'm not sure we'll ever see the country return to the calm and pleasant land I found nearly two decades ago but things aren't quite as bleak as the piece makes out.

Our neighbours in our small commune although just a few minutes from the rather prosperous town of Dinan, don't seem to take much notice of too much that is going on. Of course they grumble, just like the World over. We spent some weeks touring France in our motorhome and did notice that some restaurants hadn't reopened after Covid but there are always entrepreneurs willing to take their chance. Overall France has changed since we arrived in the late 80's but many villages remain almost the same, although we have noticed "dying" villages where work cannot be easily found. We might be a little protected living near at least 5 or 6 rather large towns which look to me to be still doing OK and seeing all the new housing estates going up along with commercial buildings popping up around us, it points to not being so bad?
