A nice clue - seagoon. For those looking in and wondering, an anagram of 'agonies' (crazy), applying the 'io swapped' part, which is cryptic shorthand for change the 'i' to an 'o'.
It's a lot of help at going out, or going in! (8)

Nevermind 'Bump'. What about a bit of help with the clue?

Like 99% of cryptic clues, and it's the case with this one, the straight definition is found either at the beginning or the end. Read the clue slowly and don't take the words at face value. I don't think the answer is a relatively unknown word, but some people may not have heard it.
What can 'going out' signify? And 'going in'?

There's an anagram and an insertion, and that's it.

OK. So whatever word I'm striving to find (which is an anagram something at the beginning of the clue) as a stepping stone to the solution, has to have a and t taken out to be replaced by o and r? And the straight definition is perhaps 'It's a lot'? Is any of that on the right track?

Plethora is correct - anagram of 'help at' (going out) containing 'or' (going in)

In case herbivore is right and @jsks hasn't had the time to reply, nor @ally had time to create one, here's another to be getting on with. Once again, a straightforward reading of the clue and applying the right sequence is all you need to find the answer.
