As Aardvark and Excile say, I can’t post any pics as very poor mobile signal here, put the drain with the grill on top at the top of the steps and then one at the bottom and put the sump pump underneath is my suggestion, I then ran a hose into a border nearby incase the pump was needed. I have done a similar thing in the past at a French house that we turned the electric (and water) off when we weren’t there put dug a hole at the bottom of the steps and inserted a builders bucket into the hole and covered with some thick mesh and emptied any water in there when we were there, the bucket never was full ! Nice looking house 👍

Moving water from A to B, pictures please. The entrance to our two caves: A close up: Door on the right goes to an old cave à vin (only empty bottles) where there is a well at the back, right, drainage pipe below tiles and gravel: Goes from there to the second cave, where there is nice construction to receive - in case of heavy rainfall and rising water pressure from below - the extra water. To be evacuated with a pump into the grey pipe, going to a little pond. A belts and braces approach by the former owner, an architect, the last twenty years never had any problems.

Not to be negative but remember that this will also be another entry into your house for would be squatters, burglars when you are here or not here.
Make sure the metal doors on the exterior / top of the steps are lockable from the inside as well as the added french doors.
This might also increase your yearly taxes if the tax man finds out - creating new living space as normally basements are not included in this assessment. That is if you tell them or a noisy neighbor tells them.
Is the "metal lid" already there? You should be able to change that without permission as long it sorta matches but to add one; which means changing the "look" of the exterior, permission might be needed.

Rainwater evacuation, together with French drains this is another option: Where 1 = rocks, stones, bricks, pebbles, gravel etc.; 2 = an impermeable layer of clay; 3 = main drainage pipe; 4 = drainage pipes and 5 = un regard.
