We have these installed in our village. At the moment they are not charging to use them, this will come into force next year.
From what I understand the recycling and bottle bins will still be free, but there will be an annual charge per household and an extra tax if you deposit black household bags too often.
I have no idea what the annual charge will be, or what the extra tax will be for using in excess. How much do they think is excess?
Does anyone already use this type of bins and can give an idea of what we will be charged, or is it different depending on Department?

OK. So now we can't burn our rubbish even if we have the space to do so safely. We pay for the removal of our rubbish already, now they want to charge extra? I see France with a major fly tipping problem like they do in UK. Where will it all end? Walking to the shops carrying a basket to have the shopkeeper (robotic of course) place the items in? Elimination of plastic and other packaging might seem to be the eco goal but at what cost?

Look round your local supermarket with a critical and you will see the source of the problem; there has been little effort to eliminate unrecyclable packaging as it is easier to pass it on to consumers who foot the bill. Additionally the big recycling companies do not have much incentive to develop recycling for more packaging, for example, just get it sent to landfill. Governments find it easier to tax the consumer rather than tackle the problem at source.

The black wheelie bin never has more than 2 small bags but the recycling one is nearly always full of packaging that you cannot avoid getting when shopping. We can only do our bit - what happens with recycling is their problem.

Here, for non-recyclable waste, I have a 140 litre bin with a lock. It is supplied by the council, has an identifying chip/number, and a known weight. It is weighed each time it is emptied to determine how much waste I am putting out.
In round figures, there is an annual standing charge of 100€ for the bin rental, for collections up to 12 times a year, and for up to 40kg waste per year. There is a collection every two weeks. For additional collections the charge is about 3€ per collection and for each additional kg over the 40kg annual allowance is 0.20€. All is itemised on the bill.
Recyclable waste is collected on the alternate weeks. There is no charge. They've now included many more plastics and other items in the acceptable list. Bottles still have to be taken to the bottle bank.
There are lockable 770 litre bins for remote places where it is too far for the truck to go to each. There is a collective charging mechanism of some sort but I don't know how it works.

Plastics are amazing materials but as packaging they are a curse. I don't think you have to be an eco-warrior to understand that so much of it is unnecessary.

Whichever tax included the ordures ménagères had this element removed. The new charge here is 145.60€ annual with 26 openings included. Each opening over the 26 included is charged at 0.80€. We have recycling bins for glass and cardboard/metal/plastic everywhere, and this is free. Our level of recycling has increased from about 5% to about 25% iirc. If it was taxe habitation that originally included this, then it was also a canny move to introduce this system before the demise of the TH. However the aim was to increase the level of recycling and reduce waste and that has been achieved. I won't hide the fact that flytipping increased, but our new mayor has taken that task well in hand.

First the good news. From 2023 the TEOM in your Taxe Fonciere will be stopped.
Now the bad news. It is going to cost around 80€ per year abonnement, and a further 80€ (for a 2 person household) to open the 'black' bin container 24 times. Households with more will get a pro-rata allowance but at more cost. Once your allowance is used up you will be charged 2.70€ per opening of the 'black' container. The container will only accept bags of rubbish up to 60 litres. Only residents will be allowed to open this particular container with a 'credit card' type card. Anyone else (holidaymakers, visitors etc) will have to buy a card for 4.50€, however it will only open the container once! Plus, all the bins in the 'aires' have been removed, so picnickers will be expected to take their rubbish away with them!
Many areas in 24 have had this system for about 18 months, and as you might imagine a lot of fly-tipping has been happening, or folk just leaving their rubbish next to the containers. In towns that had door to door rubbish collections up until now, will loose that service and have to go to the bins with their rubbish too.
You will also need the new 'card' to access the dechetteries.
Access to recycling bins will remain free.
Fees will be paid just like your water or telephone bill, with the company billing you yearly.
The people in charge of the 'company' that has been appointed to run the system, by the varrious communes elected officials, are also surprise surprise, are run by former elected officials.

Just a question. Once your card has opened the black bin, can you put as many bags as you want in one go? I guess you are restricted

I guess you are restricted It is supposed to be up to 60 litres, and I believe that the bag will be weighed when you enter it into the container, so if you go over the limit the extra might be deducted from your allowance.

The bins in our hamlet in 24 have an opening and closing system that will only allow 2 x30 litre black bags to go into the space available when it is opened. When it is closed the bags fall into the bin and a card will be required again to re-open it.

While I don't doubt you Crabtree, I do wonder how you weigh 60 litres. That is the company's rules, and you can only get bin bags in litre sizes in the supermarkets, so I guess that is where it comes from.
Some supermarkets also sell cat litter in litres, yet litter is a solid (or lots of solids ).
