Just reading that the online application procedure remains open until 30 September 2021. The French being very helpful - yet again - just like Brittany Ferries extending the Club membership - yet again. I haven't had to pay to renew for about 2 years.

Just reading that the online application procedure remains open until 30 September 2021. Indeed it is, but late applicants (anyone applying now) have to explain, in French, why they are late in applying. I can't see that mentioned in either the English or French version of the page I linked to, though I didn't go through the process again to see if it was mentioned later.

It is in the Withdrawal Agreement, Article 18, para. 1d. "...where the deadline for submitting the application referred to in point (b) is not respected by the persons concerned, the competent authorities shall assess all the circumstances and reasons for not respecting the deadline and shall allow those persons to submit an application within a reasonable further period of time if there are reasonable grounds for the failure to respect the deadline;..."
It is not specifically written to require an explanation. However, it is hard to image how they could assess the circumstances without an explanation, so that is why I say an explanation is required.
This is the French version of that text "Lorsque le délai de présentation de la demande de titre de séjour fixé aux alinéas précédents n’est pas respecté, le ressortissant étranger peut être autorisé à présenter sa demande dans un délai supplémentaire raisonnable, s’il existe des motifs légitimes justifiant le non-respect du délai initial."

My view is that the extension of the deadline by the French means that the question of it not being respected is not brought into play.

I think the French authorities are aware that 000's maybe 0000's of Brits haven't applied yet and being sensible have allowed the application window to stay open a bit longer, I also can't believe having done that they'd then turn round and say 'why didn't you apply before' to anyone who took advantage of this gesture. In CT world though they should be hung drawn and quartered!

In my experience the French authorities are very tolerant of ‘pidgin’ French, respecting the effort rather than demanding a perfect result. So fire away in whatever French you have. Or go see them, explain in whatever French your have, they will listen, sigh and put it right so you get your CDS or whatever.

If the authorities don't ask you to explain upon application why would you think it's necessary to volunteer that information? With that line in there, it seems to me they are expecting reasons for the delay in applying.
