They should also have the same for not enforcing or not enough enforcement for upgrading septic tanks; which can cause the same effects as fertilizers on waterways and lakes from runoff... algae blooms and decrease in oxygen levels.

In view of the complete pig's ear that Sarkozy and his advisors made of upgrading the normes in 2006, it's unlikely that the government can now insist that proprietors spend a fortune changing their systems. Ironically, a lot of properties have perfectly functioning old fosses. It's the newer ones conforming to a badly-thought-out design that don't function properly. That and the 'jobs-for-the-boys' legislation requiring regular emptying of tanks must be causing more pollution than the original systems ever did.
