I have printed off the Communiqué de Presse and have exchanged it for the Service-Public one "Conduire en France avec un permis d'un état de l'Union européenne" that I have carried since 2004 & only needed to use once.
Plus ça change.................!

My question was not really about obligation, more about mind-set. If you would like to rephrase your posting then to ask your specific question about mindset then as a UK license holder I will be happy to respond.

I have a newish UK licence as I had to change it because I was coming up to 70 yrs old. I applied for a french licence in July and still have not been dealt with by ANTS. So I am now driving round with a UK licence and a piece of paper certifying that I have applied for a French one.
I don't know the answers as I'm not in the situation, but
1 what is the situation if someone is legally driving round with a UK licence, and has no residence in the UK. Does the licence become invalid if there is no UK address?
2 the licence holder receives a fine incurring points on a licence. Is it considered a re-issue and so only valid until a French licence is obtained?

My question was not really about obligation, more about mind-set. With respect, many people have tried to exchange their licences over the years but had their applications returned or rejected on the grounds there was no obligation to swap (unless of course you committed a serious driving offence).

Why have they still got UK licences? I still have a UK licence after applying and being refused an exchange under the arrangements settled on, post Brexit. A blessing in disguise as it happens for at least two reasons. I retain categories which would be lost in an exchange and continued inclusion on policies of family members in the UK.

Good points by the way, is hiring a vehicle a difficulty with either license post Brexit in either country?

It hasn't been in the past as hiring to tourists and visiting business people is big business. It's easier to hire a car in the UK with a foreign licence because there's no need to do a DVLA check. That last point is straight from the horses mouth this very minute.
