After some doubts about the allowance to be given to certain people to help them cope with the recent rises in fuel prices, the French Prime Minister announced on TF1 last night that there will be "a one-off allowance of €100 paid to French people who earn less than €2,000 net per month... [intended for] employees, the self-employed, the unemployed actively seeking work, farmers and pensioners, [as well as] students with scholarships who are fiscally independent." As 'French people' are specifically mentioned, I'm not at all sure if non-French pensioners will benefit.

I imagine it will be allocated according to your fiscal number otherwise how will they know?

Yes, it looks doubtful for non-French residents, who don't work / haven't worked in France. The money will be paid out by employers and the different organisations which pay pensions, unemployment benefits, etc. (who will be reimbursed by the government). I don't see how this can be done for those receiving their pension from outside France... ?

They would have been better dropping the TVA on fuel. 100 euros will make no difference.

They would have been better dropping the TVA on fuel. 100 euros will make no difference. It may make no difference to you but as someone with a Revenu fiscale de référence of €2741 and which will be much less than that for this year, a cheque for €100 in December will be very gratefully recieved.
Regarding "non-French residents" (Dilly) the elegibility criteria is not discriminatory of birth nationality.

The government has estimated 38 million (56% of the total population, which incl. children) will receive the payment. That has been estimated as equating to 73% of the adult population earning less that 2000€/month. Reducing VAT or other taxes would have had an even greater impact on the tax receipts/government income. Someone has to pay for such changes at some point and the government accounts are already under great strain with a significant deficit - not helped by all the other electioneering giveaways already promised (with more to come?). The income tax burden is already heavily weighted towards the minority of individual tax payers and they don't really have a high income. They cannot keep increasing the tax burden on a minority. They need to start reducing outgoings significantly rather than just promising to do so (and failing). This allowance possibly looks acceptable; it costs the government very little as a lot of it will come back in VAT and other taxes once spent. The total taxes on petrol are 61% and the government will continue to collect those (and those revenues will increase with the higher cost of fuel if the same amount is sold).

Nothing to do with nationality, but everything to do with who pays you money. A French organisation paying out 100€ will have 100€ less to pay in patronal charges to the government, so the balance is met. On the other hand, a British pension provider pays nothing to the French government, so they will not be compensated for paying 100€ extra some time next year to a pensioner living in France; ergo, they won't do it.
If you're not French but you work in France or have a French pension, you'll (probably) get the 100€; otherwise, I don't think you will.

How is your income that low? You got financial help from the government since the start of the epidemic. The rental industry is booming in France. You have tenants in your property or did have Hoo flung dung the Chinese boy who was charging his bike battery. You have 100s of thousands in UK property. We waste about 300 euros a week on fuel for work so the 100 which we are not entitled to would make no difference. Most of the cost of fuel is tax. If your reading this Macron cut the tax or I will deactivate myself.

As an intérimaire myself, it will be interesting to see where it comes from, Pôle Emploi, with whom I sign on every month in order to keep my rights to benefit open, or my agency.
