New strains happen all of the time. It is simple genetic mutation and happens in many infected people. For a new strain to become a problem it has to have some form of advantage over the other existing variants.
Omicron has taken over from Delta because its transmission is very much greater. Consequently Delta is dying out. Omicron is on the ascendant.
This "new" variant in PACA was actually found before Omicron was identified in South Africa. The fact that it is not in widespread circulation says to me that it does not have an advantage over Omicron.
I think you can treat this as a news filler of no special significance.

If there were a news headline for each new strain we'd run out of newsprint PDQ.

I found one in Cyprus but they say it should not spread.
