The interesting thing about the "Dutch reach" is that our friends in the Netherlands don't know what we're talking about. Mind you they would call it "Reach" I suppose.
(This is irrelevant but 3 years ago we visited India with my s-i-l and she asked, in all seriousness, if we would be getting Indian food. Yes, she is that thick.)

I don't understand this one. When you are waiting to join a roundabout, you give way to vehicles already on the roundabout (cars, trucks, cyclists) If you are already on a roundabout, you have priority over vehicles joining. Are they trying to say that if you are already on a roundabout in a car you should give way to cyclists and horse drawn vehicles attempting to join?

No, it merely confirms what already exists by giving way to cyclists and horse drawn vehicles ON a roundabout by making allowance for their slower speed and position in relation to their route.
It's the world today and very sad where motorists 'carve' up cyclists rather than giving way as they should.

What's the rule at sea: motor gives way to sail? This is similar - motorists rarely concern themselves with cyclists, until sometimes it's too late.

This perpetual argument between cyclists and motorists amuses me, with each side of the argument believing the other is always at fault. The truth is, there are dickheads on either side. And this will shock you. Some motorists are also cyclists and some cyclists drive cars. But remember this regardless of where your affiliations lie. Deaths by bicycle are very rare. Deaths by motor vehicle are daily occurance.

Er ............. in all of this, don't forget there's mention made of horses too, both ridden and in harness.
As you point out hmv, many motorists ride bikes (and vice versa), but far fewer ride or drive horses. The ignorance of far too many drivers and cyclists in the correct way to manoeuvre safely around people with or on large animals is astounding. Of course, many are both considerate and appreciative of the rider's/driver's efforts to make things safe for all, but I've experienced too many times drivers and cyclists who have no idea and as a result too many horses and risers are killed each year.
I'm not sure I understand how horses are supposed to enter a busy roundabout when any car and cycle already on it are going to have more speed and breaking capacity than a horse.
