If it comes to it, the mayor will just make you tear down the new pillar and pay a fine.. Then they will probably forbid you to build a new one. Keep taking the pills mate reality will soon kick in.

If you are submitting a building permit to convert a building you need permission from the roads department for a new opening onto a road. Replacing or changing nothing needed unless your in a historic zone.
