And there lies the rub for historic/scenic areas.
Do you preserve them in aspic so that they never change? Or do you develop around them respecting the qualities that made these places special?

As the piece said it's been on the cards for a while and I think the tipping point was the re-location of Everton from Goodison Park. Compare the development of the Liverpool waterfront to that in Bordeaux and you can see why UNESCO took the decision they did.

The French do their refurbishments quite well compared to many of the UK waterways imo. Without thinking too much ( doesn’t happen often) , Narbonne, Perpignan and Verdun way up north to name just a few look great after refurbishment.
