I have bought an electric heated towel rail and it says it must not be installed with a plug but with a permanent fixture with a switch. I have looked through various sites and have found various “sortie de câble” but none with a switch. What can I use? 2. The appliance has no earth which is a surprise. It is made in Italy “S’assurer que la ligne électrique fixe est équipée d’un interrupteur d’isolement permettant de débrancher complètement l’appareil d’alimentation électrique du foyer conformément aux règles de câblage «

That is not what it says.
It says that the fixed electric circuit must be capable of being isolated, I would add to that both the live and neutral, the interrupteur in the tableau électrique for that circuit assures the function.
All bathroom appliances are double insulated and hence dont have earth conductors, it seems crazy to me but thats how it is, I suppose if there were an earth conductor someone could mistakenly connect it to the phase and if there were no differential protection easily kill someone but given any tableau in the last 30 years will have 30ma Id protection someone would have to be very incompetent or very determined to do so, in which case they could would be capable of attaching their own conductor.
