That was what happened when so called builders laid the floor of my UK garage but they made a swimming pool out of it, I arrived home that night thinking that there had been heavy rainfall which had flooded the dalle but my neighbour said they were ploshing about in it in wellingtons, it was their idea of self levelling.
On the job we did recenyly with bagged concrete mix patching a trench cut through a concrete drive & garage floor the bit I did I managed to keep pretty dry, the bit my pal did had a much better finish but was wetter than I would have liked, it will be interesting to see which stands up to traffic wear better then the other.
I had not laid it dry per sé but did it in dry layers with a light sprinkling of wtare between them to get things started, rather than wet the final layer I tamped it with the trwoel to bring the moisture up and adedd a tiny bit more, my pal did hs top part wetter.

I dont think the idea was crap Aardvark but you get so little volume out of a bag (cement is a liant when water added) that it would be very expensive, that is actually a very good reason for doing the bulk of it dry, you wont lose te volume.
