If I have understood correctly, the problem with this balloon solution is that it blocks the chimney low down. It will not stop bats roosting in the chimney. It will not stop young falling down. It will just stop them ending up on the grate.

It will just stop them ending up on the grate. Yes, that is what it is sold to do but I have pushed the balloon up the chimney in two houses with great success.

Surely it's better to find a way of blocking the top so these juveniles can't possibly be left dangling inside the chimney with an inevitable fall - I assume to their death.

Like the original poster, access to the top of the chimney is very hard to get to, this was a solution I came up with and it works, the balloon is only a few centimetres from the top of the chimney and any young bats if they fall will have ample opportunity to get back out.

We've had two bat casualties in the last week, but nothing to do with chimneys. Found the poor little mites dead on the paving near their roost under the porch. There are still quite a few left, though, and they're eating extremely well judging by the 'sweeping-up' needed every morning

I read the original post and thought, better keep out of this, but here I am .

Unused is the clue !
Leave the bats to use the chimney , any babies that fall down can be put outside?

That is what we do, but it is awfully difficult trying to catch them.
Prevention is better than the cure.
