Quite so. Even if plod did know about the windscreen sticker he wouldn't know if the driver was covered without further checks i.e. insurance certificate and personal ID.

Only if you have one. Will it soon become compulsory to carry one? Here's me thinking all this time we would be microchipped at birth.

If you live in Beziers your dog gets its DNA registered if it poops in the street and you do not clean it up your fined. Soon all French men will get there DNA registered and if they pee in the street they will be fined it could be the same for pooping in laybys or the side of the road.

I guess there will be jobs created (Municipal Poop Patrol) to go around collecting samples for analysis to identify the offending animal and its owner.

The idea sounds intrusive but, personally, if the dog poo problem is as big as the authorities are saying it is then I think it's a good idea.
Having, unbeknownst to me, had a small piece of dog poo attach itself to the sole of my shoe without me noticing .. until I got in my car and was driving home .. obviously the poo came into contact with the accelerator judging by the pervasive smell which filled my small car.
That was quite literally sick-making.
This only needed to happen once to make me realise some dogs poo is quite possibly lethal at close quarters.

I can’t see who pays for the dna testing or how much it would be.

I can’t see who pays for the dna testing or how much it would be. The article says the dna will be classified from a sample of saliva - no charge involved. So presumably paid for by the Commune. 'la mairie de la ville proposant aux propriétaires de faire gratuitement le prélèvement salivaire afin de leur délivrer le justificatif d'identification génétique.'

At the same time as you chip it there would be a dna test? Seems like a good idea if it was a national scheme.
