There are many radars around Brittany (and I guess in most regions of France?) that not only can tell if you are speeding but if you are insured, if you are banned and if the car has a C.T plus more about you I am told.

The idea sounds intrusive but, personally, if the dog poo problem is as big as the authorities are saying it is then I think it's a good idea. Having, unbeknownst to me, had a small piece of dog poo attach itself to the sole of my shoe without me noticing .. until I got in my car and was driving home .. obviously the poo came into contact with the accelerator judging by the pervasive smell which filled my small car. That was quite literally sick-making. This only needed to happen once to make me realise some dogs poo is quite possibly lethal at close quarters. Back in the days when we were still migrating south for the winter (because my Breton hovel had no heating, etc.) we took my van and mrs. A's estate both full of kit. Our Alsatian travelled with the mrs. and she followed my Transit just in case something fell off or I broke down (a frequent event). One day about 20km from home she overtook me on the autoroute with foot hard down, shouting something out her window. The dog who was normally accustomed to a familiar "routine" was caught short and laid a record breaking deposit in the back of the car and as you say it was " quite literally sick-making".

Cos it's clever but it's the owner who gets the penalty if one is due and it's up to the registered owner to challenge if it wasn't them driving also no C.T or licence, same again but only to the registered owner and then there is a possible ban in existence. All very clever, or devious depending on your view

Bit of a gimmick.
A dog is chipped once in its 10 year life* - if at all** - some dogs live longer, big dogs tend to live a bit less. At best you will only have 100% coverage after say 12 - 15 years.
So after 5 years the chances are that you will have at best only half of the dogs' information.
But dogs (chipped or not) being brought in from outside Beziers will not have any DNA info.
* So the price of the chipping will go up by the cost of the DNA test - enough for some folk to go to a vet outside Beziers? ** I have no idea about the success rate of chipping dogs but if cats are anything to go by, the joke with our vet when we get a stray, is lets look for a chip. You never know, there is always a first time.
