I've just received the demand for payment for the taxe foncière and it seems I have to fill in a form for prélevement even though I paid this way last year. Is this normal practice to have to re-do it every year?

No, not normal.
Maybe write to them through your official messagerie on the impots site, they are usually fairly swift to reply.

If you already have a prelevement, don't change anything, you will see if it is still in place when the first payement is made.

I've just got my TF, it went up 72 euros. It's the first time I've looked at it in detail since my husband died. There is a section named proprietes non baties with a charge for Bases terres agricole. What's that for?

It just means that your garden is classified as not building land , nothing to worry about . If it was classified as a building plot , you would pay a lot more tax.
