The original Mini was about that size, and offered a far higher top speed but wasn't considered unsafe.
The term "nanny state" comes to mind. I blame Volvo for planting the idea that you could drive one off the top of a multistorey carpark and get out of the wreckage and walk away. People had to learn how to drive properly up to that point.
