We don't have a fixed internet connection at the moment , just a airbox on 4G. We hope that it will get fixed this afternoon , after a week without.

There is a comprehensive FAQ on the declaration page www.impots.gouv.fr/sites/default/files/media/1_metier/1_particulier/EV/5_patrimoine_logement/560_travaux_habitation/faq_gmbi.pdfIt includes this about there not being any paper form to make a declaration: Un formulaire de déclaration papier de type CERFA est-il disponible ? Non. L’obligation déclarative est entièrement dématérialisée, il n’y aura donc pas de document CERFA. En cas de difficultés, vous pouvez vous rapprocher du service des impôts des particuliers dont dépend votre bien ou vous adresser au centre de contact au 0 809 401 401. Comment faire si je n’ai pas internet ou si j’habite dans une zone blanche ? Si vous n’avez pas la possibilité de vous connecter à internet et donc d’effectuer votre déclaration en ligne, vous avez la possibilité de contacter l’administration fiscale via le réseau France Services, les centres de contact ou le service des impôts des particuliers dont dépend votre bien immobilier pour vous accompagner dans cette démarche.

It may help them track down those few who obtained their WARP's fraudulently by declaring their 'maison secondaire' as their principal residence. Surely, you would only have a tax account if you had made a tax declaration in the past so unless there is some sort of 'cross check' those that now have a CdS by fraudulent means will still get away with it, they will though have to pay Taxe D'Habitation as before. I was being faceitous.
However if you not not declare, the impots may take an interest.

In which case it would be a fair bet most of them will be paying less than €300 tax fonciere/habitation.

Some people don't have a clue how the other half live. Our most recent fonciere came to €63 and have never had to pay Taxe Habitation. But then, we don't enjoy multiple income sources apart from basic state pension and don't have 3 hectares and a pool. And any sort of mobile network coverage here would be a blessing so apart from landline-based internet we are living in the 70s. Presumably you knew that when you moved? Or was it pre internet? I didn't ask about it because it was of no importance to me. I didn't own a mobile at that time. It is only in the last year or two that it has become a problem since so many entities (like banks, etc.) require a security code to be sent to complete a transaction or simply to log in to an account. I did ask if internet would was available at the house and I made it clear that it would be a condition of my purchase.

It does insofar as they will soon be the only ones still paying Taxe d'Hab. (I think?). It also applies to anyone letting out any part of their property, so has probably been introduced with a view to clawing money in from all the casual AirB'n'B hosts.

When my husband died at the beginning of October I wrote to our local tax office, enclosing a copy of his death certificate. Today I thought I'd try to get into our account to deal with this new declaration request. On the off chance I used his identifier info because it was registered in his name. Et viola, as far as they are concerned he's still alive. Not wanting to confuse matters, I ticked the no change option. Another oddity I noticed was the occupancy start date was at 1.1.21? When I looked to change this, none of the options fitted so I left it. I don't know why they bother collecting data when they don't record it accurately.
